The Strategic Goals outlined in the CENELEC Master Plan are the following:
CENELEC has developed a set of strategic goals aiming to defining and guiding in the implementation process of the Master Plan. They do not constitute a complete or definitive list; however, it shall help in the effective accomplishment of the Plan.
Perception
To be recognized as the leading European standards organization.
To be recognized for its excellence in the area of electrotechnical standardization.
CENELEC believes that achieving its mission is necessary though not sufficient. Efforts should be made to make sure that CENELEC’s business environment does perceive CENELEC to be consistent with what CENELEC is and achieves.
European Union, EU
To develop a proactive role relative to, and become a favorite partner of the European Commission.
To take an active supportive role in the successful enlargement of the EU.
CENELEC recognizes that a transparent, active and supportive working relationship with the European Commission is of prime importance. Furthermore, CENELEC believes there is still ground for strengthening this relationship.
CENELEC intends to contribute actively to the Commission’s efforts in the fields of New Approach and Co-regulation, as well as in its commitment to intensify contacts with regions outside the EU.
International Electrotechnical Commission, IEC
Supporting the IEC in recognizing CENELEC as the pre-eminent standards regional player.
To encourage the global use of IEC standards through the promotion of the IEC-CENELEC model, the Dresden Agreement, to other regions of the world.
CENELEC will continue its full support to and cooperation with the IEC in its development of truly international standards. However, CENELEC members may internally analyze issues being treated at IEC level. Regarding other regions of the world, CENELEC will promote the advantages of implementing IEC standards.
Two main initiatives are necessary: Promotion towards the representatives in Europe from the regions, and promotion towards the individual countries in the regions.
Partners
To develop a clear and influential role for our Cooperating Partners.
To incorporate NGOs in CENELEC’s activities in an effective and conflict-free way.
CENELEC recognizes that the role of partners (Cooperating Partners, but also social and economic ones) as well as NGO’s is not yet developed to fully exploit its potential synergy.
A broad analysis should clarify clearly what these partners and organizations are able and willing to contribute to the European standardization process (participation in activities, other actions), and to CENELEC work in particular (reporting, feed-back, communication channels, etc.).
Areas of Standardization
To be the standardization leader in the merging technologies field:
Merging technologies, like the ICT field, lead to obscure borderlines, responsibilities and scopes for standards organizations. The consequence is confusion for standardizers and delay of standardization work, while experts care for timeliness of standards. At the same time, a solid standards contribution for the European infrastructure in the ICT field is in demand.
To take a lead in standardization supporting the current liberalization of the energy market:
CENELEC observes that the energy market is moving from national monopolies to international ownership in a free market. The new market forces and the increasing political attention towards energy conservation as well as emerging technologies like small-scale cogeneration, or fuel cells, will require support from standardization work to achieve optimal results.
Conformity Assessment
To promote the use of European standards as a preferred reference for conformity assessment in Europe.
To ensure a systematic feedback from certifiers, in order to improve the quality of European Standards.
To promote the Keymark in the European certification context.
CENELEC recognizes the added value of conformity assessment of products in relation to European standards. The CENELEC Conformity Assessment Forum, CCAF, was created for this purpose during the Edinburgh General Assembly of June 1999. CCAF develops policies and strategies related to conformity assessment in the electrotechnical area between representatives of the different conformity assessment schemes, representatives of their advisory structure, national interests represented by the interested CENELEC National Committees and advisors from European regulatory, economic and social partners. It is of strategic importance to CENELEC that the CCAF achieves the position and influence it was intended to have.
Visibility
To implement a program for information and education to be used by members and by stakeholders.
CENELEC recognizes that, in support of its current activities in the visibility area, there is a need for a program including a simple package of information to be given to and used by interested parties, especially SME’s (small and medium size enterprises) who up until now have been difficult to target and activate in the standardization area.
An overall program should be developed following 4 different steps:
· Identification of interested parties
· Identification of their needs and expectations
· Identification of existing means and development of new ones to improve our visibility
· Implementation of programs in a segmented way targeted at the interested groups
Financing
To ensure the continuing strength and financial independence of CENELEC.
Cooperation between National Committees and the Central Secretariat (CS) should be increased in order to use common resources for the promotion of European standards. At the same time, awareness of the commercial implications of the technical work should be enhanced at CS level.
If CENELEC is to continue fulfilling its mission and its function as expected by its Members and its stakeholders, its financial situation should be healthy and in order, also in the future. Furthermore, the forthcoming enlargement with new members will contribute to a broader basis for the financing of CENELEC.
Organization
To adjust the roles and powers of CENELEC’s governing bodies and of the Central Secretariat in order to ensure that they support proactive initiatives and actions.
To re-engineer business processes relevant to the work of CA, BT, CCAF, Technical Bodies and others.
CENELEC recognizes that the roles and responsibilities of its governing and management bodies reflect a time when workload and resources were different. Therefore, CENELEC will develop its organization to reflect the needs of present times, which call for clear roles combined with a flexible attitude to ensure the proactivity that is necessary in the world of today. Consequently, CENELEC intends to re-engineer its business processes, a necessary process to improve its efficiency and proactivity.
